It has to do with the notion that by aggregating the enemy as one lump sum, Harper and other western leaders may be creating the vector for polarization of opposition. Bush's 'with us or against us' stance may end up creating more enemies based on the lack of a grey region, ha ha no pun intended but its a good one.
